BILL PACKAGE HBs 5872-5879:  HB 5879 (Thompson) would amend 1939 PA 3 to require that, within 60 days of the bill’s effective date, every natural gas and electric utility must provide the Michigan Public Service Commission (MPSC) with a statement of the amount of money saved in the most recent tax year from PPT exemptions under the General Property Tax Act. HB 5878 (Schriver) would amend the General Property Tax Act to provide that, beginning for taxes levied after December 31, 2026, any personal property that is not otherwise exempt from personal property taxes (PPT) would be exempt from these taxes. HB 5877 (Robinson) would amend the Recodified Tax Increment Financing Act to make complementary changes to reflect the proposed repeal of the State Real Estate Transfer Act. HB 5876 (Kuhn) would amend the Recodified Tax Increment Financing Act to make complementary changes to reflect the proposed repeal of the State Real Estate Transfer Act. HB 5875 (Bohnak) would amend the Recodified Tax Increment Financing Act to make complementary changes to reflect the proposed repeal of the State Real Estate Transfer Act. HB 5874 (Linting) would repeal the State Real Estate Transfer Tax Act. HB 5873 (Frisbie) would repeal the State Education Tax Act. HB 5872 (Bollin) would amend the General Property Tax Act to modify what is considered a transfer of ownership for the purposes of uncapping property taxes.

Why I voted YES: Lowering property taxes in Michigan will make our state a more affordable place to buy a home and own a business.

SB 304:  Would amend Local Act 437 of 1899, which is the city charter of the city of Mackinac Island, to provide the city with a greater scope of regulatory authority over ferry service to and from the island.

Why I voted YES: This bill gives more power to local government and reduces the risk of ferry companies charging unfair prices for their services.

HB 5552:  Allows prepayment penalties for commercial mortgage loans.

Why I voted YES: This preserves certainty for lenders issuing mortgages to commercial entities when they buy single-family residences.

HB 5717:  Amends Michigan election law to allow township boards to contract with an individual accredited to conduct elections when there is an absence of a township clerk or deputy township clerk.

Passage:  104-2 with Immediate Effect

Why I voted YES: This will prevent uncertainty about who is legally authorized to administer an election at the township level. This will ensure townships use trained professionals.

HB 5150:  Modifies respiratory therapist licensure by requiring continuing education, creating a limited license and adjusting scope of practice stipulations.

Passage:  103-3 with Immediate Effect

Why I voted YES: Continuing education requirements ensure that respiratory therapists maintain up to date knowledge and skills.
